Regular Attack - Swings his Staff of the Emperor for 2d8+4
Golden Ray - Attacks using his staff, firing a beam of golden light that does 5d6+15 fire damage 60 Ft Range, hit's 15 in a line. (Dex save for half damage).
Sands of Time - Uses the power of the time crystal to advance time for an individual dealing 4d12+15 and advancing the characters age by 5 years. Dex save for half, saving avoids the aging.
Spell Casting Master - Can cast any wizard spell including 9th level but can't cast Time Stop (since this is an LA for him).

Legendary Time Stop -Acts as Time Stop except it is limited to 1 turn, although they can affect other creatures during that turn without breaking the time stop. (Costs 3 actions).
Rewind - Only useable while the Giant Time Crystal is not broken - Heal 4d12 on self (2 Actions) using the sands of time.
Blasphemous Word - The creature utters a blasphemous word. Each non-undead target within 10 feet of the creature that can hear the magical utterance must succeed on a DC 16 Constitution saving throw or be stunned until the end of the creature’s next turn. (Costs 2 Actions)
Soldiers of Sand - Using his mastery over sand he can create two sand soldiers with 100 HP that both can attack using spears (AC 19) Spears do 2d8+5 Uses 3 actions. Can only have two at at time.
